It was decided that when the information was available D.D.C.A. should write to the Foreign Office suggesting a mission to China on "Sempill" lines and furnishing an estimate of the cost and, as an alternative the adoption of the course indicated at (b) above.

It was agreed, further, that Civil Training Schools should be written to with a suggestion that they might advertise in China their readiness to train Chinese nationals at their schools.

With regard to the development of the proposals of the Far East Aviation Company for services to and from Hong Kong, the Colonial Office representative had no doubt that now the Governor had been informed of the approval in principle of local Government financial assistance being given he would press the firm to submit details of their schemes. The establishment of an aerodrome at Kai-Tak had been definitely approved. It was pointed out by the Air Ministry (C.A.4) that the Chinese will probably insist on Chinese companies being allowed to use this aerodrome in return for facilities being granted to British companies to operate in China.

The Air Staff representatives will ascertain whether there are Service objections to the Chinese using the aerodrome.
